Republicans are stupid. While this could be considered a matter of opinion rather than fact, West Virginia’s Republican lawmakers decided on Saturday to prove it beyond a shadow of a doubt when they tried to screw over the state’s teachers and accidentally voted unanimously to give them a fair raise instead.
Friday marked the seventh day of a much-neglected-by-the-media statewide walkout of West Virginia’s educators over a pittance of a “raise” that didn’t even come close to covering increased insurance costs. The battle has thus far been heated, with Republican governor Jim Justice joking about school shootings and threatening educators before ultimately caving and telling lawmaker to give them a 5% raise — a sudden change in opinion that had furious Republicans vehemently refusing to do a damn thing besides maybe look into insurance costs.
By week’s end, the GOP majority decided that with parents furious that their greed was been keeping their children from attending school, they had no choice but to act. They decided to give teachers most of what they asked for, but this is where the situation becomes downright comical:
The West Virginia state Senate on Saturday tried to vote to give teachers a smaller raise hike than negotiated, but accidentally voted on a bill giving teachers the requested raise.
The chaos in the W.Va. state legislature comes as teachers in the state have been on strike for seven days in demand of a raise.
The state House and Republican Governor Jim Justice had both approved a five percent raise.
Republicans in the state Senate on Saturday thought they had voted unanimously on a bill that only offered a four percent raise, according to local reporters.
Shortly after, lawmakers realized they had mistakenly voted to approve the House’s five percent raise bill. Republicans immediately began working to repeal the law and instead pass a four percent raise for teachers.
Democrats reportedly opposed repealing the bill and cheered the accidental vote to approve a five percent raise.
In case you’re not paying attention here, Republicans tried to screw over the state’s underpaid teachers and ended up ‘owning’ themselves. WVC Metro News correspondent Brad McElhinny shared the gory details on Twitter:
So, get this. Delegates of both parties, plus Senate Dems are saying the Senate accidentally passed the bill with the House version language and pay scales pic.twitter.com/H5mciu68Vi

So, take page 13 here. Pay scales are identical between the bills pic.twitter.com/p8K4ksOdZr

What does this mean? Parliamentary crisis? The bill that passed was a House bill

Senate Majority Leader Ferns moves to recall the House pay raise bill that just passed. Dems say “No!”

Gavel bangs again. Senate returning to action. Ferns again asks for the bill to be recalled.
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Prezioso: “Why did we recall the bill from the House?”
Carmichael: “Clerical error.”
Prezioso: “Sorry?
Carmichael: “It was filed incorrectly.”
Prezioso: “So there was nothing wrong with the bill?
Carmichael” Yeah, the amendment was incorrect.”— Brad McElhinny (@BradMcElhinny) March 4, 2018
Prezioso: “So we voted on an incorrect amendment?”
Carmichael: “Yes.”
Prezioso: “So what’s incorrect about it.”
Carmichael: “It was very similar to the House amendment.” “What was filed was essentially the House version of it.”— Brad McElhinny (@BradMcElhinny) March 4, 2018

Now they’re moving to reconsider the passage of the bill. Basically, they’re walking back all the previous steps.
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Mass entry of delegates just now. Both parties.
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Now voting to reconsider the vote by which the Finance Committee amendment was adopted. Got that?
— Brad McElhinny (@BradMcElhinny) March 4, 2018
That motion succeeded.

Senator Unger wants clarification of the bill’s status.
— Brad McElhinny (@BradMcElhinny) March 4, 2018
This Unger point, while confusing, could be crucial.
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Basically, Unger is asking if they skipped a step in walking the bill back to amendment stage. Let’s go to the replay camera…

We’re back. President Carmichael says we’re on second reading.
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Unger is disputing that and saying it was on third. “The idea is that this rule to me is clear English — when a motion to reconsider has been adopted its effect will be to place in the Senate the original position it occupied.”
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Unger says if it’s on third, moving it back to second for amending it to the way the Senate intended would require a two-thirds vote.
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Carmichael says we’re on second, having walked it back through a series of votes.
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Unger challenges the chair on the ruling.
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Shall the ruling of the chair be sustained? 20-12 with two absent vote to uphold Carmichael’s previous ruling.
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Senator Woelfel, D-Cabell, wants to know if it’s in doubt that the House clerk received the message from the Senate from back when the bill passed the Senate in the first place.
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Carmichael says the House of Delegates did not receive the message.
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Woelfel: “I came to a clear understanding that the message had been received by the clerk.
Carmichael: “First of all, we are far beyond that. And the message had been received by the House Clerk.”— Brad McElhinny (@BradMcElhinny) March 4, 2018
Unger: “So we are amending the amendment? But the amendment was a strike and insert, and we adopted that. How can you amend a strike-and-insert once it’s been adopted?”
— Brad McElhinny (@BradMcElhinny) March 4, 2018
So now they are going to do an amendment to the earlier amendment that came out of House Finance.
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Unger: “Point of inquiry: What’s the amendment?”
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Senator Boso explains the amendment — again (or for the first time), the one that provides an average 4 percent raise for educators.

Amendment adopted (again) (for the first time) pic.twitter.com/cLXIIqvEAI
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Unger: “This has been chaotic and somewhat incompetent.”
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Carmichael: “We have adopted the amendment to the amendment. The question now is shall the bill pass.”
— Brad McElhinny (@BradMcElhinny) March 4, 2018

Senate recesses for 30 minutes. Gallery boos. Carmichael hits the gavel.
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Now back in the House to see if they concur or refuse.
— Brad McElhinny (@BradMcElhinny) March 4, 2018
Refusing to concur. Voom!
— Brad McElhinny (@BradMcElhinny) March 4, 2018
So what the fuck is happening? Who knows at this point — but teachers are refusing to go back to work until a 5 percent raise is approved by the House and Senate and signed by the Governor. Teachers remain eager to return to work and my son has spent the past 7 days at home with me (which has been fun, but I’d rather not sacrifice his education to play Overwatch with him).
Both the House and Senate have adjourned until Monday, with Republicans once again showing they don’t give a single fuck about children’s education.
